Goa International Airport, Dabolim (GOI) is in the village of Dabolim in Goa, about 28 km from Panaji (Panjim). It is a civil enclave at INS Hansa, an Indian Navy air base, and the Airports Authority of India (AAI) is the civil airport authority.

Domestic and international flights share one terminal. India's Aeronautical Information Publication (AIP) says civil scheduled flights are not permitted at set times on weekdays because of military flying, and that the runway is closed on Saturday mornings and for part of each day from 2 to 8 May. Goa also has an airport at Mopa, so check which one your ticket names.

A civil enclave at INS Hansa

The AIP names the Commanding Officer, INS Hansa as the aerodrome operator, while AAI is the civil airport authority and the Central Industrial Security Force (CISF) provides security.

Weekday flying restrictions and runway closures

The AIP says civil scheduled flights are not permitted at set times from Monday to Friday "in view of extensive military flying". It also says the runway is not available on Saturday mornings for routine maintenance, and every year from 2 to 8 May, for part of each day, for pre-monsoon maintenance.

If you are booking a flight for early May, check its time with your airline.

Photography at Dabolim

On 5 August 2025, Goa's Chief Minister told the state assembly, as reported by the Press Trust of India on The Week that day, that passengers on scheduled flights may take photographs in the terminal buildings of civil airports and of civil enclaves at defence airports. He said photography and videography from inside an aircraft remain prohibited at defence airports, and the report names Dabolim.

He also said window shades are to be kept closed below 10,000 feet during take-off and landing at defence airports, so follow the cabin crew's instructions. Check the airport's notices for any later change.

The terminal at Goa International Airport

Goa International Airport has an integrated terminal building for domestic and international flights, and AAI's airport page gives its approximate area as 65,600 square metres.

Air India says its check-in counters are in the arrival hall of the terminal, with its ticketing office at counter 10 near departure gate D2 and a "May I Help You" desk outside the same gate. For IndiGo or Air India Express, ask your airline where to check in.

Identity documents and security screening

The CISF publishes the list of photo identity documents accepted at terminal entry, carried in original with a valid ticket. A passport, Aadhaar or m-Aadhaar, a voter photo identity card and a driving licence are among them, and a passenger on an international flight carries a passport.

The CISF list says an infant or minor travelling with a parent or guardian who holds valid identity proof does not need a separate document, but an unaccompanied minor does. Airlines may ask for more, and foreign nationals should ask their airline which document it accepts for a domestic flight.

In cabin baggage, the CISF restricted-articles list allows liquids, aerosols and gels in containers of up to 100 ml each, packed in one clear, resealable one-litre plastic bag. Medicine or an inhaler accompanied by prescription, and baby food, are exceptions. For power banks and spare batteries, follow your airline's own rule.

Getting to and from Dabolim airport

Panaji is about 28 km from the airport. The cruise terminal at Mormugao Port is near the airport.

Air India says the pick-up area is near the arrival hall, and that the arrival building has a waiting zone with seating.

Taxis and app cabs

Pre-paid taxi counters are at the airport. In a reply to the Goa Legislative Assembly on 9 March 2026, the state government said a dedicated counter at Dabolim had been secured from AAI and allotted to the United Taximen Association. The same reply named Goa Miles and Goa Taxi App as the app-based taxi companies operating in the state.

AAI's questions page for the airport says two-wheeler rental is not available at the airport at present.

The Kadamba Transport Corporation (KTCL), Goa's state transport corporation, lists air-conditioned shuttle services from Dabolim Airport to Panaji and to Calangute Beach in its citizens' charter, last updated on 28 January 2026. Check stops and timings with KTCL before you rely on the bus.

The main bus station is in Panaji, and there are local bus stations at Vasco and Madgaon.

Delays, cancellations and your rights

The Directorate General of Civil Aviation (DGCA) sets out what airlines offer when a flight is delayed or cancelled, or a passenger is denied boarding, in its Civil Aviation Requirement (CAR) Section 3, Series M, Part IV, Revision 4, dated 25 January 2023 and effective from 15 February 2023. If you checked in on time, the airline provides meals and refreshments once a delay is expected to reach a set length. That is two hours or more on a flight with a block time of up to 2.5 hours, three hours or more on a flight of 2.5 to 5 hours, and four hours or more on a longer flight.

When a flight is cancelled, the airline provides for an alternate flight or a refund, and a passenger who was not told in time is offered either an alternate flight, or compensation under the DGCA's rules on top of a full refund.

Revision 4 does not require compensation for cancellations and delays clearly attributable to air traffic control, weather or security risks, or caused by other circumstances beyond the airline's control. It lets you complain to the airline directly, file a grievance on the Air Sewa app or portal, or go to a statutory body or court. Revision 4 is the revision this page was written against; check dgca.gov.in for a later revision and your airline's current rules before you rely on it.
